INTEGRATION FOR SUSTAINABLE AGRICULTURE IN CHINA: THE HISTORY OF STATE POLICY GOALS, REFORM OPPORTUNITIES AND INSTITUTIONAL

Abstract:

This paper examines the historical evolution of crop-livestock integration in China with a specific focus on its role in mitigating non-point source pollution. Extensive examination of existing literature has unearthed the roots of crop-livestock integration dating back to the Western Zhou Dynasty (1046 to 771 BCE), ultimately culminating in a multifaceted and intricately interwoven system of rural development policies seen in contemporary China. This paper identifies and characterizes four distinct stages in the historical trajectory of crop-livestock integration: the era of self-sufficient subsistence production in traditional times (1046 BCE to 1948); the period where crop-livestock integration emerged as a pivotal strategy for augmenting grain and meat production under collectivist policies (1949‒1977); the phase marked by the industrialization and expansion of the livestock sector during the early years of economic reforms (1978‒2011); and the present era in which crop-livestock integration is harnessed as a mechanism for pollution control and ecological preservation in contemporary China (2012 to present). This paper illuminates the diverse contributions of crop-livestock integration in different epochs of rural development within China, which contributes to a nuanced and more theoretically grounded comprehension of circular agriculture. This understanding has the potential to be leveraged to promote sustainable rural development in broader contexts.

Sustainable Development Strategy for the Water Resource Economy in Qinba Mountain Area

Abstract:

The security and sustainable development of water resources is crucial for the green and circular development of the Qinba Mountain Area, and is of great significance in seeking paths for regional green and circular development. This paper summarizes the current status in the Qinba Mountain Area from the aspects of water-conserving society construction, drinking water security in rural areas, water resource fee-to-tax reform, and pilot water-right construction; it also analyzes the problems in terms of water source use, water use awareness, pollution control, and resource reforms. Based on national government plans, an overall development strategy is proposed as placing a high priority on saving water resources, improving the policies on water resource economy, and focusing on science and technology support. The corresponding strategic countermeasures for the sustainable development of water resource economy are listed as: implementing the policies for water saving and increasing the utilization of unconventional water sources; improving the construction of sewage treatment facilities and strengthening the security of drinking water in rural areas;comprehensively promoting the reform of water fee system and expediting the construction of water rights system; establishing novel development models for the water resource economy by relying on the resource advantages. The sustainable development of the water resource economy in the Qinba Mountain Area will be supported by coordinated management of water resources, water environment,water ecology, water industry, and water culture

Abstract:

Ecological civilization construction is a major national development strategy. Studying the empirical modes and promotion strategies of ecological civilization construction in economically developed regions is vital for leading the construction across the country. This study used the Pearl River Delta region as an example, summarized the achievements from the aspects of ecological space pattern, ecological environment quality, ecological civilization system, and coordinated economic and environmental development, and explored the innovative models of regional ecological civilization construction. Considering the major challenges, we proposed the development goals and paths for regional ecological civilization construction, thus to provide a basic reference for the ecological civilization construction in economically developed regions in China. We proposed the following six strategic suggestions: (1) enhancing the protection and restoration capabilities of national land space; (2) promoting the Pearl River Delta region to take the lead in achieving carbon emission peak; (3) encouraging technological innovation to guide the green, low-carbon, and high-quality development; (4) improving air, land, and water environment; (5) creating a new fashion for ecological civilization; and (6) accelerating the innovation of ecological civilization systems.
